The ACTU Congress is held every three years. It is effectively a parliament for working people, where delegates debate and vote on policies regarding the workplace, rights, and campaigns to improve wages, conditions and quality of life for Australian workers and their families. This process sets the union agenda for a further 3 years.

The theme of ACTU Congress 2009 was Unions: Delivering for all working Australians - where job security, rights at work, and a vision for a more prosperous and equal Australia were at the top of the agenda. Revised policy from ACTU Executive
The ACTU Executive on the 24-25 November 2009 endorsed a revision of the Retirement Incomes, Superannuation, and Workers’ Capital policy to support a new benchmark for the aged pension of 35 per cent of Full time Adult AWOTE by 2025.
