The ACTU is able to speak on behalf of all workers including those in manufacturing, finance, government and the service sector generally. It includes trades, sales, clerical, technical and professional workers amongst its affiliated union membership.

ACTU policies and the most important operational decisions are established through democratic processes, which involve:

• An Executive of around 50 people meets three times a year.
• A Congress of around 800 delegates representing all ACTU affiliates is held every three years.
