About the role

The Australian Nursing and Midwifery Federation (ANMF) is seeking a Federal Governance & Compliance Officer to implement, oversee and enhance the governance & compliance framework of the ANMF’s Federal Office, and its eight Branches in accordance with all relevant legislative and regulatory requirements as directed by the ANMF Federal Council. The position will work in consultation with the Federal Secretary, Federal Assistant Secretary, Branch Secretaries, and Industrial Officers, as well as with the ANMF FO Senior Finance Officer to ensure compliance in relation to budget management, cost benefit analysis and forecasting needs, and financial responsibilities to safeguard the ANMF’s assets and reputation.

The successful candidate will be responsible for:

Governance, Compliance and Risk Management, including:
1. Overseeing compliance with the Fair Work (RO) Act, Electoral Act and all relevant laws, regulations, national standards and policies, and work with key personnel, including Federal Elected Officers, Branch Secretaries and relevant staff across FO and Branches to ensure compliance and mitigate potential risks to the ANMF.

2. Developing and implementing a compliance and risk management database for the Federation, effective governance structures and processes for the ANMF, and risk management strategies across the ANMF, in collaboration with Branches, to protect the ANMF’s assets and interests.

Management of financial risks of compliance efforts and non-compliance, including:

Developing, updating, and implementing policies and procedures related to employment practices, workplace health and safety, equal opportunity, and other relevant areas to ensure compliance with legislative requirements and conducting internal investigations into complaints or allegations of workplace misconduct, discrimination, or other breaches of relevant legislation.

4. Providing training and educational programs to employees and management to raise awareness of their rights and responsibilities under the FWA and other relevant legislation.

Benefits
This is a permanent full-time position, with a monthly accrued day off (ADO) to join our federal office team based in our Melbourne office. Part-time at four days per week may be considered on negotiation with the suitable candidate.

Flexible work arrangements, including remote or hybrid working from home are available.

Competitive salary package of $150,000 annually (inclusive of 15.5% superannuation).

17.5% leave loading on 4 weeks of annual leave.

Paid leave for office closure from Christmas Day to New Year’s Day inclusive, and Easter Tuesday.

Skills and experience
To be successful in this role you will possess:
I. Tertiary qualifications in law, governance, or a related field.
II. In-depth understanding (or equivalent experience) of reporting and regulatory obligations of registered organisations under:
a. Fair Work (RO) Act;
b. Electoral Act;
c. General Law (e.g. Privacy Act; Gender equality).
III. Ability to interpret and apply complex legal and regulatory requirements.
IV. Capacity to understand union rules requirements and familiarity with union rules enforcement and content jurisprudence.
V. Understanding of good governance principles and arrangements, including structures, roles and functions of Boards/Councils and associated responsibilities.
VI. Skills in drafting, reviewing, and updating organisations policies to ensure alignment with legal standards and industry best practices.
VII. Excellent personal and written communication skills and ability to deliver presentations.
VIII. Knowledge of industrial system generally.
IX. Commitment to the ANMF’s values and strategic priorities and the national interests of nurses, midwives, and carers.
X. Commitment to the trade union movement.
